2012 Tainan Low Carbon City Promotion and International Cooperation Project

1.GHG Inventory and Carbon Footprint of Commercial Products (1)Results of GHG Inventory GHG inventory was completed according to the Environmental Protection Administration (EPA) Guidelines, “Local Government GHG Inventories proposed”. The GHG emitted were calculated from 2001 to 2010; the Inventory in 2010 was designed as base year and was certified by a third place Accredited Independent Entity, British Standards Institution (BSI). It should be noted that Tainan City is the first one get Verification for GHG Inventory of the City. The total GHG inventory in Tainan City was 2,619.7 mt CO2-e; sector of Energy was 1,902.26 mt CO2-e, contributed 73% to the total value (fuel used in industry, transportation, and resident and commerce took 50.7%, 12.1% and 9.9%, respectively) of Tainan City in 2010. The others were 566.42 mt CO2-e in the sector of Industrial Processes, 116.26 mt CO2-e in the sector of Agriculture, and 34.72 mt CO2-e in the sector of Waste; they took 22%, 4% and 1% to the total value, respectively. In 2010, the GHG emission amount per capita was 13.98 t CO2-e/capita of Tainan Community, while excluded the industrial contributions (including the emissions from fuel combustion and industrial processes), it is 3.87 t CO2-e/capita. (2)Carbon Footprint Results of Five Commercial Product The carbon footprint was estimated by PAS2050:2011 and EPA Guidelines, “Calculation Carbon Footprint of Commercial Products and Services” for the five selected products. Carbon footprint results are as followings: 1.5 kg CO2e/kg-product for LOHAS (Lifestyles of Health and Sustainability) Good Rice, 340gCO2e/150g-product for Roasted Caramel Pudding, 24 gCO2e/g-product for Geely Mullet, 260 gCO2e/pack for Milkfish Q-cookie, and 0.2 kgCO2e/box-0.35kg for Coffee Edible Mushrooms. These values represent the indirect carbon emissions of the products during raw materials, productions, transports, uses, and disposals. 2.Strategies and Achievements of Low Carbon City Promotion The low carbon blueprints in Tainan from top to bottom are one prospect, two goals, eight directions, and ten plans. These began with an prospect to build a “Well livable and enjoying sights in Low Carbon Tainan City”, followed by two stage carbon reduction (13% Business as Usual (BAU) reduction in 2014 and 26% BAU reduction in 2020), eight directions (energy savings, low carbon life, low carbon transportations, resource recycling, low carbon buildings, renewable energy, low carbon campus, and green environment), and finally extended to ten plans. The plans for low carbon urban developments are: creating a sustainable and low carbon community, promoting a low carbon and culture tourism, amplifying eco-city functioning, building efficient and low carbon transport, constructing a national low carbon life style, establishing a resource recycling society, promoting a low carbon and energy efficient buildings, leading low carbon environmental campus, and citizen education and international communication. Low carbon society and carbon reduction target is executed following the above blueprints in Tainan metropolis. 3.Counseling and Certification of Low Carbon Demonstrating Community This subproject focuses on creating a sustainable and low carbon community owing to efficient carbon reduction and independently manipulating in a community. Five of the ten national manipulating functions, including energy saving equipments, energy saving buildings, renewable energy, resource recycling, and green environment, are the emphasizing plans owing to they can be self-promoted and receive good results. We recruit experts and scholars specialized in the five functions to form “Inspecting group of Low Carbon Community Tutoring”. Four low carbon communities, Chung-Hing, Wen-Nan, Er-Hang, and Tian-Pu, were diagnosed and counseled to insightfully investigate their carbon emission reduction capability. 4.Energy Conservation and CO2 Emission Reduction Promoting and Publicity Activities This subproject promote energy saving and CO2 emission reduction according to “Promoting CO2 Emission Reduction and Executive Performance Appraisal among Municipal and County (City) in 2012 ”. We verify each according to “10 No-Regret Measures for Energy Saving and Carbon Reduction” proposed by EPA, and help execute activities of energy saving and CO2 emission reduction to get high appraisal from Eco-Life forum. Each category in Tainan City got high evaluation grade and sum of weighted grade was 100 till 30th September of 2012 Performance Appraisal. For the CO2 emission reduction activities, we had held 11,329 times of activities for those participants above 40 which is in the highest number of Taiwan. It worth notice that the activities such as “Concert of non-BBQ and outdoor celebration Moon Festival”, “Art exhibition for adaption and mitigation of climate change in Tainan City”, and “422 low carbon vegetarian and energy saving life style” are meaningful to public. 5. Low Carbon Related International Affairs Meeting This subproject helped with Tainan EPB to participate for 2012 ICLEI World Congress in Belo Horizonte and UNCSD Rio+20 in Rio de Janeiro during 6/12-6/21 2012, UNFCC COP18 (United Nations Framework Convention on Climate Change, UNFCCC) and CMP8 (eighth session of the Conference of the Parties) in Doha, Qatar during 11/28-12/3 2012. We also helped Tainan City Government to register the organization of carbonn ®Cities Climate Registry (cCCR), completed the reporting city registration, and log in carbon reduction target and actions. 6.The Website of Low Carbon Tainan City This project set up a website of low carbon Tainan City with Chinese and English Versions.
